と、訳してみたのですが、

⇒もっと厳密に言えば、（eliminates the paradoxes inherent in democratic voting）と、（reduces their likelihood）と、（diminishes their impact）というくくりです。

＞ここの意味なのですが、彼は好きな候補がいればその数だけ投票できる、各候補者には一票しか入れられないけれどもと言っているのでしょうか？
⇒そうですね。つまり、「1人、1票」という従来の承認可決方式を「1人、多票」(*)という原則に切り替えるということ、（スティーブン・ブラームスの提唱する投票システムの説明）ですね。
(*) 私見を追加して恐縮ですが、この方式は「素晴らしい！」と思います。

その通りです

「誰でも投票できる」の箇所は
「さらに他の誰にでも投票できる」
にした方が、意味がはっきりするし　also が生きると思います

現在進行形は現在進行している事を表現していると考えた方が
シンプルで解りやすいと思います。voteという行動を投票箱に票を
入れる瞬間だけではなくその前後を含めた行為と見て、それが
進行中だと考えられます。
尤も、vote　を票を入れる瞬間と捉え、未来だと言ってもおかしく
有りませんが、意味に相違はありません。

現在進行形で確定的未来を表現出来るとは思えません。
確定的未来は現在形で言います。
現在形を使わない未来表現は、不確定のニュアンスを残している
と思います。

私は either A, B, or C というパターンだと思います。

その通りだと思います。

「確定的な未来」 というのがどういうものか私にはよく分かりませんが、「好感を抱いていない候補者に票を投じなくて済む」 ということなので、未来には違いないはずです。
