It will be rain.は間違いとされながらも、I'm afraid it'll be rain tomorrow.のような表現が使われているようですが、ネイティブのかたは使っているのでしょうか？

推測するに、現代英語は

it will rain tomorrow.
it is rainy tomorrow.
で
it will be rain tomorrow
は間違いとされるが、シエクスピアを勉強した人たちならば、
it will be snow
と聞いてもなんら抵抗がないし間違いとも言わない。

これじゃ面白くないと放送作家の人たちが
There will be rain tomorrow.
言い出したということだと思う。

シエクスピアが言いだしっぺかもしれません。

彼の序曲『マクベス』（Macb)でBanquoのセリフとして

It will be rain tonight.

と出てくる。

今は、It will rain tonight. がスタンダード。

天気予報のニュースでは

There will be rain tomorrow.

とも言っているようです。

多分、be動詞が絡む仮主語のitは形容詞で、名詞の場合はthereとすべき文法解釈があるからであろうと思う。
