Father is seldom the important person that he still was at the beginning of the century.

「父親は、昔そうだったような重要な人物であるということは滅多にない」
要は昔ほど（母親が稼ぐようになったので）重要ではない。という文脈なのですが

・he still was のstillの意味は？

おかしいですよ。

父のように、今世紀初頭のような重要な人物はめったにない。

It is seldom that a person is as important as my father was at the beginning of this century.

そうではなくて、関係代名詞です。
the important person that he still was
というわけで、He still was the important person. が形を変えたものだと考えればわかりやすいですね。

「その頃はまだ」という意味での still です。

省略されているのではなく、(1) で解説した通りです。
