they は、 repairs を指していると思います。つまり、「membrane の修復施術が行われ、それ（修復施術の結果）が～の期間中ずっと壊れない（崩れない）でずっと残っていれば」という意味だと思います。こういうことは、専門知識のない私よりも、専門家である質問者さんの方がよくわかっていると思いますが。
