Quintillian's 1111 judgment on Hesiod that 'he rarely rises to great heights... and to him is given the palm in the middle-class of speech' is just, but is liable to give a wrong impression.
Hesiod has nothing that remotely approaches such scenes as that between Priam and Achilles, or the pathos of Andromache's preparations for Hector's return, even as he was falling before the walls of Troy; but in matters that come within the range of ordinary experience, he rarely fails to rise to the appropriate level.

　普通の引用符になっていないところに、理由があるのでしょう。例えば直接引用するほどはっきりは言えないが、Qが言ったとされる、という意味かも知れません。

　　この部分を要約すると、Quintillian's 1111 judgment is justという
　　ＳＶＣ文型になるのでしょうか。

１。'he rarely rises to great heights.「Hは偉大なる高さに達することは稀である」だからあまり褒めてないです。
２。he rarely fails to rise to the appropriate level. 「彼がしかるべき水準に達しないことは稀である」こっちは褒めてます。

文法的解釈は、
Quintillian's judgment （but） is liable to give a wrong impression.
でbutが副詞のmerely; just; onlyで使われているとおもいます。
is justの主語が 'he rarely raise.....'になるはずです。
但し、作者の意図は、butは接続詞として読ませ、is justと is liable to give a wrong impressionの主語はQuintillian'sから
the middle-class of speechまで読めとしているようです。倒置文しかりですが、とんでもない技法を使う作者のようです。

(3)middle-class of speech'について
色々な解釈が出来るとおもうのですが、

前から言おうとしてました。英文解釈でセミコロン（；）やコロン（：）はこれ等の記号にまたがる前文と後文は同じことを言う場合、もしくは、言い換えて説明する場合に使う。でなければ、ピリオッドで文章を終える。と言う事は

下記文は上記文の言い換えと理解すべきです。

　難しくて探せないのですが、指摘された個所であれば読めそうです。
　一つお願いがあります。
英英辞書に発音がつくと素晴らしい。　　　
　　freedictionaryにはある。
　　Meriaｍ　Websterも発音がありますが、ＯＤＬはコンテンツが
　　多様で、よくわかりませんがよさそうです。
とりあえず、このような状況です。
