The estimated cost to consumers who have the switches installed is $150 to $200 per car.　は　The estimated cost to consumers who have the switches installed is from $150 to $200 per car. と同じことです。

　どちらも『スイッチ取り付けの推定原価は一台当たり150ドルから200ドルまで』 ということです。前文では from が省略されています。

";and by the late 1970s, it had risen to eight to ten years."　と　";and by the late 1970s, it had risen from eight to ten years."　は違う意味。　
前文は　had risen to～　となっており、これだけで『～まで上昇する』というきっちりとした英語です。従って前文はto以降の範囲を示しています。It had risen to from eight to ten years. とも書きかえれないでもありません。　この文の意味に合うような例として、昔はある病気にかかった場合の平均余命が2～3年だったとします。それが医療の進歩で1970年代後半までには8～10年に上昇した、と言えます。

後文はそのまま『8年から10年に上昇した』ということです
