Americans expect you to answer the point of the queswtion first. Then, if you like, you can fill in the explanations and background information. An Americanwould have expected the answer to develop something like this:

A: We don't have any major discipline problems. The worst thing the students do is come to class late or forget to do their homework. Our students are generally well-behaved. Our schoolis an old one, so we don't have the problems with rough students and violent behavior that newer schools have.

This would be a normal written or prepared-speech form of the answer. In a conversation, it would probably develop in a more back-and-forth manner, but it would begin at the same place and develop in the same direction.
