①は買い物袋を使わないのは地球に優しい行いの一つである、とも読み取れる。

②は、より使わない事が強調出来る。

どちらを言いたいのかによるが、文章としては共に至って自然。

どちらも、自然なのですが、片方が自然だと錯覚する人は多いでしょう。
