Only feudal lords have the national rites  and foreign affairs.の部分が和訳では「諸侯以外の者が国の祭祀や外交をするはずがないからな。」となっていますが、君主達のみが～する」と採ってしまうのですが、意味が逆になるのですがどう解釈すればよいでしょうか？

和訳も質問者さんの解釈もおなじです。

諸侯しか持っていない=諸侯以外の者は持っていない
