和訳（少し長いかもしれません）

下記の和訳について教えてください。

もう少しスムーズな訳にしたいと思っているのですが、うまくいきません。

ざっと読みました。

ポイントを私なりに言うと

due to は「～で起こっている」と意訳してもよいです。
estates, sites は場所、エリアをあらわしています。つまりそこでの火災が原因で、ということでしょう。

However, other parts of the government are playing down the role of the industries, calling it a natural disaster due to El Nino, or even blaming small-scale farmers and indigenous communities for starting the fires.
しかし、政府の他の筋は産業界に責任があることを軽んじている。彼ら（政府）はこれらをエルニーニョによる天災であるとしている。さらに小規模農家や先住民社会が火災を起こしたとして非難さえしている。

Satellite observations from the NOAA satellite, however,　～ on community lands.

しかし、NOAA 人工衛星による観測によると、小規模農家や先住民社会ではなくプランテーション業者や木材業者に火災の責任があることを示している。

concessions は area と言い換えましょう。￥
１９９７年４月と６月のデータは対比として用いているわけではないでその約でよいと思います。
fire area = hot spot = 火災が確認された領域
community lands. 地域住民の土地/領域（地域住民の居住地及び耕作地）
