私は、their expertise and resourcesは融合されるものだから、過去分詞であるB. combinedが入ると思ったのですが、正解はA. combiningでした。

the combination of their expertise and resources would increase profitsと表現することが可能ですね。これを動名詞で書けばA. combiningになります。

彼らの専門知識(技術)と資源を融合すれば両社の利益増につながるだろうと判断した。
