これは英語字幕の英文でしょうか？それともディクテーションされた英文でしょうか？

"whom"が"who"なら文構造としてすっきりするのですが、

He stressed that the next election is going to be about who the American public believes shares their values and that the people still back his approach to governing.

(S)＝He（彼は）
(V)＝stressed（強調した）
(O)＝that節２つ（２つのthat節を）
that the next election is going to be about who the American public believes shares their values
and
that the people still back his approach to governing

●最初のthat節は以下のとおりで(the American public believes)は挿入句です。「思う(think, suppose, imagin, believe)」系と「言う(say)」は間接疑問文の疑問詞の直後に入ります。

挿入句を除くと
that the next election is going to be about who shares their values
「次の選挙は誰（どの候補者）が彼ら（アメリカ人一般）の価値観を共有するかということについての話題になるであろうということ」

whomを使ってます。
be going to about について一番分からなかった表現でしたので、お答えいただいた説明でイメージがわきました。

少し分かりにくい解釈をしまちたが・・

about whom the American public believes

の部分の構造は
the one/person/him who the American publice believes
= whom American public believes
= American public believes the person

これが主格になり
about that American public beleives the preson shares ~
=
about whom American public beleives share ~

添付辞書のusage noteを紐解くと
whom is used for a direct or indirect object ”or the object of a prepostion”
whoは主格でwhomは直接・間接目的語や前置詞の目的語として使う違いがある。

and
that the people still back his approach to governing.
となるから対等句のandで結ばれている。

ですから質問者の訳でなんら問題はないはずです。

No1の方と同意見ですが、これは連鎖関係代名詞節とも言えると見ました。

whom(who)からtheir valueまでを書き直すと

the American public believes that he shares their values....

そしてheをwhoにかえます

で、このwhoが前に出てthatが省略されると件の文になります。意味は

　彼らの価値観を共有するとアメリカ国民が信じる人

となります。

の助動詞と動詞の
be
が訳されていない。

aboutを接続詞としてみなせば、beは自動詞になる。
自動詞で添付辞書の2番のｂ。辺りの使い方で

～の状態にある　保たれている・・・

次の選挙では、アメリカ国民の信じる人がその価値観を共有し国民がまだ国を治める事を後押ししてくれている筈であると強調した。
