ＳＰＳ７００さんの解釈でよいと思います。

Chanceは大文字ですので、固有名詞として使っているのではないかと調べてみました。その当時、Chance Brothers and Companyと言う会社が英国にあり、鉄骨とガラスで作られた水晶宮、ウェストミンスター宮殿、ビッグ・ベンのガラス窓を作った会社とのことで、ホワイトハウスの装飾窓もこの会社が手懸けたようです。ならば、アメリカの大都会であれば支店を構えていたはずですし、ビルの名前にもなっていたかもしれない。それ以上に、この会社が作った窓が異彩を放ち誰にでも分かるほど有名であった可能性あもあります。

文中にもこの会社のことをChanceと称し、をアメリカの慈善家が絶賛しています。

Elihu Burritt (1810–1879) the American philanthropist and social activist once said about Chance “In no other establishment in the world can one get such a full idea of the infinite uses which glass is made to serve as in these immense works”.

ですから実存するChanceの窓枠を文中で使うことで、あたかも「幸運の窓から何か書かれた紙がヒラヒラト足元に落ちてきた。」と推測させる文章なのかもしれません。
