２ 子供に携帯電話を持たせるのは必要か

３ 公共機関で携帯電話を使用するのを禁止するべきか？

I think online courses are a good way to study.Although many people are too busy to take enough time, online courses allow them to study anytime.

見る人の主観が大部分を占めますから、採点者以外には分からないと思います。

２。　文法的におかしいところはないか？

　Finally, I don't think people should be banned it.
　これは非文です。両方は要らないので、 be か it を取ればいいと思います。

　E-mailing and using Internet is silent. In addition, we will have to use it in an emergency.
　主語が二件あるので、動詞を is から are に変えてはどうかと思います。又 it が何を指すかを明示するのがいいと思います。
