建造物の形状は（議決をするために人間を数える）議会を開く議場（議事堂）として充分な物であり、小アジアのプリエネやミレトスなどの名高い都市のあるアーゲン地方に見られるヘレニスム風の都市の（議場）としての使用に対応している。

この建造物が　大きな劇場に隣接して建てられたという事実は、此れもまた　公共の娯楽のための施設として建造されたとは言い切れない。

二つの建物の位置は坂道の途中にあり聴衆が入場し易いように作られたとされて居る。
