下記のように英文を訂正されました。

こういう場合 those who が正解なのですが、理由を述べるのは少し骨が折れます。

私なりに敢えて言葉にしてみますと：
1. the ones は一人一人の顔が見えるような感じがします。人々を個別に見ています。例えば The ones who hurt you the most という場合、一人一人を区分したいので the ones who の方が良いと言えます。
2. those は単なる代名詞ですから those who で一体、一つの単語のように響きます。those who love you の場合、全体をひとくくりにする意味で those の方がふさわしいと言えます。

the ones と ones の使い方はまた別の話ですので、ここでは省略します。

(the other と単数ではなく) the others はそれ自体問題ありませんが、than the others who smokes と who につなげるのは変です。「吸う人と間接的に吸わされている人を除いた全部の人」の意味が the others の意味で、全く吸わない人も含まれます。the others who smoke と言うと意味不明になります。

some ～, others のように「～する人もいれば～する人もいる」

という表現を念頭においてこういう質問されているのだと思います。

しかし、the others who smoke のような表現は、the の有無はともかく、
「煙草を吸う他の人々」という意味になって、
煙草を吸う人々の中で、前に出てきた煙草を吸う人々とは別の煙草を吸う人々、となります。

関係詞節の who don't smoke、who smoke によって、先行詞である人々が区別されます。

その先行詞が同じ人々とはならず、関係詞節の内容で「別の人々」となります。

→まず、元々の文はoneとthe otherとなっており、これだと、2人しかいないという意味でまずいことになります。次に、the onesとしてしまうと、theがついてすべての人を言い尽くしているはずなのに、さらにthe othersと出てくるのはなぜ？ということになり、論理性が破綻します。someと言っておいてthe others（残り全部）ならありますが。ということで、the ones/the othersには置き換えられません。

→これは無理というものです。onesがそもそもsmokeしない人のなかの一部の人と思われますが、2人かもしれませんし、ほぼ全員かもしれません。これでは意味を成しません。また、継続用法にしてさらに意味不明です。継続用法なら、ones are more affected by it than othersで意味がとれなければおかしいのですが、これではonesが日本人なのか、タバコを吸う人なのか、吸わない人なのか、温泉が好きな人なのか、なんだかさっぱりわかりません。

こちらも継続用法で破綻です。ではカンマをとるとどうなるかですが、それなら多少意味がとれます。しかし、曖昧で、those who don't . . . に書き換えて添削するような文です。
そもそも、oneに人の意味があり、それを複数にしているだけの表現ですから、ones who don't smokeでは、タバコをすう人たち（しかもどのぐらいの割合かわからない）ということで、通常使えない表現です。many who don't smoke, some who don't smokeとかも同様です。people who don't smokeはあり得ますが、これとて例外はあってもほぼみなというニュアンスが出ればこそです。
