今話題になっているトマ・ピケティの「21世紀の資本」（Capital in the twenty-first century)の、要約本（An Executive Summary of Thomas Piketty's Capital in the Twenty-First Century)のIntroduction/Synopsisの中の英文で、構造が良く分からない英文があります。

先進国世界で格差が広がっているとの前置きの後、

Where there is dispute is in trying to explain just why the rise in inequality has taken place (and whether, and to what degree, it will continue in the future); and, even more importantly, whether it is justified.

というセンテンスが来るのですが、上の英文の中で、"Where there is dispute is in trying to ..."とisが続けざまに出てくるところが、文構造的によく理解できません。恐れ入りますが、どなたか解説、若しくは訳して頂けないでしょうか。よろしくお願いいたします。

文法的には

Where there is dispute で主語
「論争のあるところ」は
「論争がどこにあるかというと」

where で名詞節、先行詞 place を含む関係副詞か、疑問詞として間接疑問か。

そして、主たる動詞 is をはさんで、
in trying to ～「～しようとすることの中に」ある
