前置詞overについて御教授お願いします。

a person who opposes somebody in authority over them within an organization, a political party, etc.
この前置詞が意味するものは、person大局的にあるという事でしょうか？

them は person 自身のことで

over them hs authority という名詞に
さらには in authority という状態に対して
「〜の上に覆いかかって」という感じで
「自分よりも権威がある」
が in authority over them で
someone にかかって「そういう誰か人」
