送られてきている添付の英文の内容を見れば、はっきりと分かります。

日本文は訳を端折っていますが、書かれているのは「従業員は公共交通機関でmartel社本社への出勤と退勤をしている」と言うことです。

ここでは英語で---commute to and from~
を使って「Martel社本社へ出退勤している」とまとめて表現しています。
「行って帰る」を「通勤」と見て「往復」をセットで表現したのでしょう。

後ろの表現で、
commute to the company's head office
でもOKです。
こちらは単に「本社へ出勤」とだけ言いたい時。

ただし、
commute from the company's head office
はおかしいですよね。
「自宅から出勤」なら分かりますが「本社から出勤」はしませんから。

commute toとfromの順としては、後ろに置かれた単語がthe company's head officeなので、「本社への出勤/退勤」となっただけのことで、
家(自宅)から職場への通勤---と言いたければ、
