簡単な訳をつけてみました。1)You'd say the first sentence if you were there with Tom and were pointing him out to someone else (for instance if they asked "where is Tom?") you'd say "THERE is Tom, with the camera"
自分もトムのそばにいて、第三者に「トムはどこ」と訊かれたようなときに教えてあげる場合。(要は「ここにいるよ」という感じ)
You'd say the second sentence if you wanted to tell someone that Tom will be or is there, even if you're not there yourself "Tom IS there with the camera"
自分がその場(トムのそば)にいなくとも第三者にトムの所在を教えてあげたい場合。(「ほらあそこだよ」とい感じ)
2)There is tom= the use of there at the beginning of the sentence gives the idea that you see him and can somewhat point at him
あなたと一緒にいてトムを指して言うとき。
Tom is there= he is somewhere else and could be waiting for you with the camera

アメリカに住んで40年目になりました。
私なりに書いてみますね。使い度、頻度などから見たら、1)の方がよっぽど不自然にかんじる人のほうがいると思いますよ。
This is a pen.と言う表現に違和感を感じませんね。 日本でこれを教わって「慣れている」からです。
しかし、実際にThis is a penと言う表現が使われる状況ってどんな時だろうか、と考えるとThis is my girlfriendと言う例文の方がよっぽど「習う価値」があるのはお分かりでしょうか。
2)はYokoがあそこにカメラを持って(経って・座って、しゃべってなど)いるよ。と言う意味合いで使われやすい表現です。
1)は日本人が考えるほど使い出があると言う表現とは私は見ていません。 何か話していて、こう想像してみてくれ、その似ようがカメラを持っているとするだろう? 何していると思う?なんていう状況作りに良く使われる表現として使われますね。 Just imagine. There is Yoko with a camera. What do you think she is doing?
そして、There she is with camera!!と言う語順を変えた表現であれば、「ねぇみて、あそこの洋子がカメラを持って(立って)いるわよ。」と言う感じに使われる表現ですね。

なるほど。
ryon1978 氏が「不自然に感じる」理由を書いてみたいと思います。まず、「There」が「副詞」である点に注目すべきでしょう。つまり、「副詞」とは、「時間、位置」を表すための品詞であることを理解すべきです。つまり、次のように考えてみるのです。
1. There is Yoko with the camera.
文の最初に「位置」という、短い指示という言葉が置かれ、そして、その位置に立つもの(者)を続けて述べる形になっている。つまり、時間軸から見れば、ある時点(位置点)だけを指すために、「There」を使い、その位置に立っている対象は、「ずっと存在するもの」と捉えるというか、据える形で「Yoko」という実物(リアル的な存在)を当てはめていると考えるのです。ですから、2の文を見ると、

ずっと存在するはずの「Yoko」を最初に据えて、そして、一瞬の時点に過ぎない存在者であると考えて、「there」を次に据えるから、なんとなく、「居座りの悪さ」を感じ、不自然な表現であると感じたのではないでしょうか。
つまり、「Yoko」の代わりに、なにか、一瞬しか存在しないようなもの、たとえば、「thunder:雷」のような語なら、内容的にマッチするというか、不自然な表現でなくなる可能性があります。
ある文がおかしいと言うときは、たいていは、語の選択がまずいということが多いものです。たとえば、おなじ昆虫でも、「ハエが美しく舞っていた。」という文があったら、不自然に感じられるはずです。「チョウチョウが美しく舞っていた。」という文なら、問題はなかったはずです。

別に2も、不自然には感じません。
Yokoとwith the cameraが分かれているせいで、一瞬、分かりにくいだけで。文章にすると、難しく考えすぎるから2を不自然に感じるのだと思います。会話だと、日本語でも、後からの付け足しとかを普通にやりますよね。それを文章にすると、口語としては通っても文語としては許されない時もあるという程度のことではないでしょうか。
文法的な間違いがあるようにも思えません。英語を初めとするゲルマン言語の基本である、「動詞は2番目に来る」の法則を守っています。
