分詞構文以外の文頭形容詞＋コンマ

Writing in a second language at first may seem to be much like writing in your first language, but of course it is not. The problem stems from more than a mere difference between words or symbols. It is also a matter of the arrangement of words together in a sentence. The words and word groups of one language do not fit together in the same way as the words of another language do. Perhaps even more important, ideas do not fit together in the same way from language to language.

上の文章の最後の文ですが、文頭形容詞＋コンマと言う構造です。

最初は分詞構文で形容詞だけが残っているのかと思ったのですが、主節の主語がideasなので主語が一致しないのでその可能性はないと思います。

そうであれば何かが省略されているのでしょうか?

文法的説明を含めて教えてください。

What is more「さらには～」とか、what is better/worse「さらによいことには、悪いことには」

で、文修飾的に副詞句として用いられる表現があります。

それと同様、what is more important, ～で「さらに重要なことには、～」と用いられます。

もともと、What is more important is that ～. の省略だと考えられます。

そこからさらに簡略化され、More important, Most important, Just as important,
という形で「さらに重要なことには、最も（とても）重要なことには、同様に重要なことには」～
と用いられます。

単に Important では用いられません。
名だたる文法家たちが認めてきた表現で、英和辞典には載っていますが、
ネイティブレベルだと古風な表現なのかもしれません。

Perhaps even more important, はよく使われる一種の定型句ですのでこのまま記憶すると良いと思います。

次の文章とのつなぎ方としては日本人には分かり易い
perhaps even more important that xxx
以外に that は用いずに
perhaps even more important: xxx
perhaps even more important, xxx
perhaps even more important than xxx
perhaps even more important is xxx
Perhaps even more important, however, xxx
perhaps even more important, how xxx ? (疑問文)
のようにコロンや カンマや "than" や "is" や however など色々の場合があります。まさに「定型句」なのです。

例えば Today, xxx のように today を頭に持って来る文があります。副詞だからなどと納得しますが、それは文法的には後付けの説明ですね。
それと似たことなのですが、To luse weight, xxx; To be sincere, how xxx ? など to 不定詞も頭に持って来ます。文法学者は後付けの説明を行います。
to be を取り払うと形容詞だけになりますが、長い慣習で形容詞だけでも許される「定型句」が生まれるわけです。わざわざ inportantly などと副詞化する必要もないだろうというコンセンサスの下に。形容詞の副詞的用法とでも名付ければ納得されますか？

　無難な英語にするなら、important→importantlyとするのがいいでしょう（私もそっちがデフォルト）。それなら、よくある文頭の副詞ですね。

　ただ、importantでもいいとするネイティブはいます。以下のような議論をしていたりします。

　その辞書の編者の意見ではあるんですが、実際にお示しのようなimportantの使い方があることを説明するには、そういう見方も納得はできます（個人的には、Perhaps it's even more important thatからの省略もあるんじゃないか、と思ったりはする）。

　長くなりましてすみません。その用法がありかなしかといえば、ありだけどimportantlyが多いようです、ということになります。
