そうですね、the point を先行詞とする限定用法の関係副詞です。

The day will come when there will be no war.
こういう表現でおなじみですが、単純な述語の場合に先行詞と関係詞が離れます。

先行詞は関係詞の直前、と決まっているわけではありません。

～の時点（段階）にまで到達している。

今や、どうみても、労働者階級の生活水準は高まるどころか、維持することもできない
という時点にまで達している。
