前後文やif not a canny politicianが後続することから肯定的な意味なのか？と思うけど、nothingがそのような意味合いに用いうるのか？と判断つきかねております。

この用法とか意味についてご存知の方がおられましたらよろしくお願い申し上げます。

It means that whatever you might think of XXX, there is no doubt at all that it is YYY.
Effectively, you'd be saying "whatever you might think of him, there's no doubt he's reliable". You'd be damning him with faint praise....

私もNo1の方の回答どおりだと思います。

「阿部晋三はきわめて狡猾な政治家だ。」

という意味。NO2さんが示したリンクに

He is nothing if not deligent.（彼は何にもまして勤勉だ。）

という例が挙げられていますが、同じ使い方。

は、前段の「多くの日本人はこの選挙によって困惑した。殆どが完全に不要と思った。中には、巨額の無駄であると怒っていた。」を受けて「しかし、安倍晋三が抜け目の無い政治家であるならば、そんなことは関係ない。」と続けています。

nothingは、ここでは「関係無い」「問題ではない」と訳します。

　nothing but（not A but B）に似た用法です。辞書では以下のような説明があります。

　そこまで強いかな、という気もします。しかし、Shinzo Abe is a very canny politician.よりは強いでしょう。

　しかし、BBCとなるとちょっと考え込んでしまいたくなる気もします。それとなく皮肉を紛れ込ませる言い方を選ぶからです。皮肉と明確に言えないけれど、読んでから「あれ？」と思って読み直すと、なんだか皮肉のようでもある、といった感じです。

　そう考えると、以下のようにも訳せるかもしれません。

「安倍晋三はとても先が読めるだけの政治家である。」
