その(意味上の)主語は文頭のAnother important distinctionにあたると思うのですが、これをconsideringの主語として考えると、「もう一つ重要な線引きは〜を考える」というぎこちない訳になってしまうのですが、青線部の主語はやはりAnother important distinctionでしょうか？(S+beの省略は主節と主語が同じときに起きると習いました。)解説おねがいします。

Another important distinction … is the type of migration under investigation を主節と考えるということは、when 節を副詞節として解釈するということになります。

そういう解釈もあり得なくはないですが、私としては、Another important distinction when considering the effects of migration on children という語順を尊重し、when節は Another important distinction を修飾する形容詞節として解釈する方が素直に思えます。
そう考えると、「もう一つの重要な線引きが移民が子供達に与える影響を考慮する時の、もう一つの重要な線引き」では意味をなしません。
「誰かが移民が子供達に与える影響を考慮する時の（その誰かが行う）もう一つの重要な線引き」と解釈するほかありません。

私は、どうも論理的な思考が苦手なようで、理詰めの議論のときによく混乱して間違ってしまったり、いつまでも納得できなかったりします。

consider の主語は人でなくても良いというのは、他の回答者の方がおっしゃる通りです。

私としては、consider の主語は人でなければならないと言っているのではなく、distinction when considering the effect （効果を考慮する時の線引き）と言う場合には、distinction をする主体とconsideringをする主体は同じであるはずだということです。
そして、distinction 自身がdistinction をするということはあり得ないから、considering をするのもdistinction ではないはずだということです。

日本で習う文法でいうところの分詞構文（接続詞を補ったもの）といえると思います。

日本語でも「～法は ... を考慮・配慮している」とか言います。ですから「考える」と訳すから変なのかなと。

あと分詞の主語はそんなに自由度がありません。主文の主語か直前の名詞です。例外は一般的な人とか、慣用的な言い回しの時。ですから適当にこれが主語と考えを巡らせるのは誤解のもとになります。まあ読むときはそれでも何とかなるのかもしれませんが、書くときは気を付けないと「何言ってるん」って言われるかもしれません。

もしも Another important distinction が今回の considering の主語でなくて、considering の主語はあくまでその distinction を行う人なのだという理屈にあくまでこだわると、

Another important distinction considers [目的語].

などという英文は間違いだということになってしまいます。しかし英語ネイティブはそういう英文を書くのです。それはなぜかというと、英語ネイティブは無生物をあたかも人間と同じように考えて、擬人法を使うことが多いからです。

日本人は上のような英文はそのまま受け入れますが、それはすでに現代の日本語でも、おそらくは昔から漢文を通して受け入れて来たこういう擬人法がまかり通っているから、慣れているのです。

しかし今回のような distinction のときだけ擬人法を認めないなどと言って、いつまでも日本語の発想にこだわって、英語ネイティブの書く英文そのものを受け入れないのは良くないです。

table つまり「表」が統計値を示すのではなく、あくまでその図表を作った人が示しているのだ、と言っていては、This table shows... という英文は成り立たないし、日本語の「この表は～を示している」という言い回しも成り立たなくなります。

同じく、「ドアが開く」なんてことも言えなくなります。ドアがひとりでに開くのではなくて、あくまで人間が開くのだ。だからこの場合の「開く」は、実は人間が開いているのだから、「ドアが開く」は「ドアが目の前にあって、それを人間が開いている」という意味の日本語の簡略形に過ぎないなどという理屈を言っていては、英語がいつまで経っても身に付きません。

今回の distinction も、それが何かを consider しているという言い方をしているとき、本当にそれを consider しているのは人間に決まっています。それをここでは擬人法で述べているだけのことです。
