by which to accomplish itがthe means を説明しています。by the means (その手段によって）なのですが、to accomplish it（それを達成するための） がくっついていますから、the means by which to accomplish itとなります。で、are maddeningly vague (areってことは主語は複数形です。ここでの主語はhis mission and the means です。もちろん、meansはby which to accomplish it で修飾されていますが。ちなみにmeansは複数形というよりは手段という意味で、常にmeansとsつきの形をとります。意味は、彼の使命と、それを達成するための手段はひどく曖昧である、となります。

（その手段）と考えると、よく分かります。
