In any matter of which the public has imperfect knowledge, public opinion is as likely to be erroneous as is the opinion of an individual equally uninformed. To hold otherwise is to hold that wisdom can be got by combining many ignorances.

この英文のTo hold otherwise is to hold that wisdom can be got by combining many ignorances.は、

"To hold otherwise "は"to hold that wisdom～である"と言っていると思うのですが、
（前文から続くと思われる）otherwiseの意味の取り方がわかりにくいです。

Ａである。
そうでないと言うのなら（To hold otherwise) Ｂとなってしまう。

ここで言外で次のことが言われています
でもＢは誰がどう考えても間違っている
従ってＡが正しいことが証明される。

これは背理法と呼ばれる証明方法です

難しいですね。いろいろ検索してみたんですが、色々なところで
使われている文章みたいですね。有名受験問題なのでしょうか？

hold というのは、ここでは「考える」
hold otherwise 「そうでないと考える」
それが　hold that wisdom 以下「知恵は多くの無知の寄せ集めでえられる」
と等しいといっています。

最初の文から訳すと、
「公衆の知識が不完全ないかなる事柄においても、公衆の意見は
同程度に無知な一個人と同様に間違ったものになるだろう。
そうでないと考えるならば、それは知恵が多くの無知の寄せ集め
と考えるに等しい。」

これで意味が通ったでしょうか？

to hold that wisdom 以下は【無知も積もれば知恵になる】ということ。

そうなってしまうのは hold otherwise するからだ、と言う文脈です。つまり文頭から ～uninformed までの【考え以外の考えをすれば】というのが otherwise の内容です。
