自分の訳
しかしながら賃金モデルは、採用時の競争力、従業員のモチベーション、
賃上げ資源、総人件費のようなさまざまな側面を考慮して慎重に決定する
必要がある。

読んでらっしゃる資料はずっと賃金モデルのことを言っていますので、
theyとかはもし分かれば賃金モデルと訳した方が良いですね。
pay increase resource は賃上げの資源となりますが、賃上げするための
金の出どころという意味ですね。
