この文のどこに何がかかっているのかがわからない。

The greenhouse effect is the most significant economic, environmental and human problem

facing the 21 century.

この文なんですが自分が考えた訳だと。SがThe greenhouse effect でVがisなので温暖化＝何々と言いたいんだろうなというのはわかりました。

問題はCにあたる the most significant economic, environmental and human problem

facing the 21 century.です。
　
the most significantで最も重要な　 economicで経済的　environmentalで環境　

and human problem　facing the 21 century　21世紀に直面する人間の問題

と個別には訳せたのですがthe most significantはどれにかかるのかfacing the 21 centuryはhuman problemだけにかかった訳でいいのか

といったあたりがわからなくうまく訳せませんし理解もできません。

御教授よろしくお願いします

"economic, environmental and human" は problemの説明です。

economic problem, environmental problem, and human problem と記載するのを省略しています。

The greenhouse effect is economic problem. ( 温暖化は、経済的な問題 )
And the greenhouse effect is environmental problem. ( 温暖化は、環境問題 )
And the greenhouse effect is human problem ( 温暖化は、人類の問題 )

ということを述べたいのです。

一方で、一旦文章を簡略化するために、"economic, environmental and human" を省いて

The greenhouse effect is the most significant problem facing the 21 century.

としてみると、

"温暖化は、21世紀に直面する最も重要な問題" と訳せますね。

さて、そもそも"問題"は ３つの側面があったのでこれを合わせると

温暖化は、21世紀に直面する最も重要な、経済、環境および人類の問題

という感じでしょうかね。

significant の後にコンマがないことと、意味的には

the
most significant
(economic, environmental and human) problem

最も重要な
経済、環境、人間に関する
問題

「最も重要な」は
問題にかかる、あるいは
経済、環境、人間に関する問題
にかかります。

さらに、この問題に
21世紀に直面する
がかかります。
