There's been not only terrorism in Iraq　also the one in France.
notの位置はこれで宜しいでしょうか？また、oneで受けているのですが、不加算名詞であっても、後に形容詞句が続く場合は冠詞をつけるのが一般だと思うのですが。

this problem として、さらに the one というのがわかりません。

それに、in Japan によって、the と特定されるのもおかしいです。

this problem で特定された問題なら
... this problem not only in Kobe but also in Japan
でいいわけです。
主語 we との兼ね合いや、Japan に Kobe が含まれるという点も問題ですが、
それ以上に、this problem とあって、さらに in Japan だけで the one というのがおかしいです。

not only A but also B で、also は省略されることはありますが、
but は通常省略されません。

それはそうとして、普通は
not only for adults but also for children とするのです。

both in Tokyo and in Osaka
こういう英語はこれまでもよく質問になっています。

か、単に another か、
one があった方が口調的にはいいでしょうか。

other one というのは文法的にはあり得ません。

後半は eat dinner に対して eat an early dinner というようなことを言っているのでしょうが、
in France があるから可算化するものではありません。
the は可算のしるしではありませんし。

There's been terrorism not only in Iraq but also in France.
とすれば十分です。
