お世話になります。
以下、TOEFL公式英作文問題集からの引用ですが。

In class they have the advantage of learning from the teacher,
of interacting with their classmates, and of developing the resposivility it takes to be a good student.

という模範解答の英文があります。

and of developing the resposivility it takes to be a good
student

は、「いい生徒になるために必要となる責任感を養う」という
感じの訳だと思われますが、このitは、whichやthatでは駄目
なのでしょうか？
また、もし私が、英作文していたら、responsibility which is needed to be　a good student　と書いていたと思いますが、
これでは駄目でしょうか？

ご質問：
＜responsibility which is needed to be　a good student～これでは駄目でしょうか？＞

まったく問題ありません。

１．ご質問の正解にあるthe responsibility it takes to～はitの前に関係代名詞thatが省略されており、先行詞はthe responsibilityですが、これを関係詞内に戻すと
it takes the responsibility to be a good student
「良い生徒になるために、責任を必要とする」
という文になります。

２．It takesは「～を必要とする」という意味の慣用表現で、副詞的用法のto不定詞を補って、it takes～to・・・「・・・するために～が必要だ」という意味で使われることがあります。

このitは漠然とした主語として特に訳出されません。

３．ご質問の正解文は、この用法で使われていますから、この部分を「～が必要である」というニュアンスを表す別の表現であれば、同意文として十分通用するわけです。

４．ご質問の書き換え文は、
the responsibility which is needed to be a good student
という主格の関係詞を使った文で、先行詞を関係詞節内に戻しても
the responsibility is needed to be a good student
という受身の文として文法的に成り立ち、

意味も
「責任が必要とされる」＝「責任を必要とする」
と、模範解答と同意になりますから、意味上も全く問題ない、となるわけです。

５．この書き換え文の動詞を他に、requiredにすることもでき、これらの過去分詞を後置修飾の形容詞として使い、which＋isを省略することも可能です。

例：
the responsibility which is needed to be a good student
＝the responsibility needed to be a good student
the responsibility which is required to be a good student
＝the responsibility required to be a good student
「～なるのに必要な責任」

６．他にも形容詞necessaryを主格の関係詞、後置修飾の形容詞の用法で使うこともできます。
例：
the responsibility which is necessary (for us) to be a good student
→the responsibility necessary (for us) to be a good student
「（我々が）～になるのに必要な責任」
for usはあってもなくても結構です。
