ウィンストン・チャーチルの残した名言の中に
”Democraby is more vindictive than Cabinets. The wars of peoples will be more terrible than the wars of kings."というのがあります。

Democracy is more vindictive than Cabinets の意味が分かりません。Cabinetsというのは王室と解釈すればよいのでしようか。どなたか教えて頂ければ幸いです。

→　民主主義というのは、寡頭政治より悪意に満ちている。

★Cabinetsというのは王室と解釈すればよいのでしようか。
→　王室ではなく、寡頭政治、少数独裁政治です。

以下のような文がNY Timesにありました。( )の中に注目して下さい。

Everyone quotes Winston Churchill’s droll saying that democracy is the worst possible system, except for all the others. But it was also Churchill who said with great prescience a hundred years ago (using the word “cabinet” to mean oligarchy), “Democracy is more vindictive than Cabinets. The wars of peoples will be more terrible than the wars of kings.”

ところでthe worst "possible" system でしょうか、the worst political system でしょうか？

「民衆が選挙によって選んだ人たちが政治をするのと、少数の人間が独裁政治をするのとを比べれば前者の方が後者よりも質（たち）が悪い。」
