that to the ～は、「～の段階(フェーズ)」にかかります。

ofでもいいような来ますが、もしかしたら「～に生ずる段階」というのが省略されていると考えれば理解はできます。

byは、「cycle t1によって発生する振幅変動する」の「によって」の部分を指しています。

この説明でお分かりになりますか？
