アメリカにおける“丘の上の町”の思想の演説（by ジョン・ウィンスロップ）の一文がわかりません

１６３０年にジョン・ウインスロップがアメリカに向かう船の上で演説した
“A Model of Christian Charity”に目を通しているところです。
皆が見上げる模範となるような”丘の上の町“のイメージを抱いて国を作っていったことがわかります。

丘の町の有名なメッセージが入った以下のフレーズですが【】でくくってあるところの意味が
どうしてもわかりません。なぜ敵に、神のやり方を悪く言わせるのでしょうか？逆に敵には、神をよく言わせるように変えるべきなのではないでしょうか？　どたなかこの意味を教えて頂ければ幸いです。

この場合のshallは「〜すべきである」の意味ではなく、「〜になるであろう」（予言しているニュアンス）だと思います。

もし神の加護を得て事業に乗り出した我々が失敗したら、我々を注視している敵対者たちは、神の事業が失敗したと言って、神や信仰者の悪口を言うことだろう。
ということだと思います。
