plebisciteとreferendumの違い

どちらも住民投票、国民投票と辞書には出ているのですが、まったく同じ意味なのでしょうか。
もし２つの語で違う点があったら教えてください。

Longman Dictionry of Contemporary English

には以下のように説明されています。
意味はどちらも国民投票ですが、対象者、内容が異なるようです。
日本の憲法改正投票は"referendum"になりますね。

plebiscite: a direct vote of the people of a country
to decide a matter of national importance

referendum: a direct vote by all the people
to decide about something on which there is strong
disagreement ,instead of the government making the decision
