言いたいことがうまく書けないので、

Dear Prof. Lin,

Regarding the registration, the rule we have to pay about 15％ of the registrarion fee for meal was expired.
and a new rule have set.(Please check the attached file.)

Under the new rule, I try to calculate the amount of registration fee,
it account for a lot of part of deducation.
So, I have been concentrating to office staff.

The fee is fix on, I will inform of you.

I am writing this e-mail you to inform you about your registration fee.
The regulation which stipulates that we pay about 15％ of a registration fee as expenses for your meals is no longer applicable and a new rule has been introduced (Please see the attached file.)

When I calculated you registration fee according to this new regulation, the deduction amount accounted for most of it, .So, I am discussing this with the office. I will inform you of the amount of your registration fee, once it has been fixed.

ただ、「控除額」の意味がわからなったのでそこは直訳です。

(1)参加費をregistration feeとしていますが、なぜでしょうか。これは登録費という意味で、参加費とは違います。
(2) (1)との関連で、何に参加するのでしょうか。
(3) 「15％差し引く」は何から差し引くのでしょうか。
(4) 「今までの」はどこを修飾しているのでしょうか。
(5)「参加費を精算」とはどのような意味でしょうか。全体を読むと、既に何かが終了していて、後払いの参加費を精算するという意味でしょうか。
(6)「控除額」とは何を何から控除するのでしょうか。

Dear Professor Lin,

I am writing to you to inform you regarding your registration fee.
The previous rule stating that 15% of the registration fee is to be deducted as meal expense has been abolished and a new rule has been put in place. (Please refer to the attached file.)

Under this new rule, we are expecting most of your registration fee to be deductible. We are currently discussing this matter internally.

We will let you know as soon as we determine the new registration fee.
