The realization that not only economic power but also global political power are shifting eastward and must be at least shared, if not handed over, to the new Asia, has just not sunk in to parochial European minds -- or at any rate those of its current statesmen.

下記のように解釈したのですが、自信を持てません。ご解説お願い致します。

【主語　】+has just not sunk ・・・
［　　］　名詞節内主語
｛　　｝　名詞節内述部
are shifting とmust be は等位
eastward　の後にandを置かないと文章になりません。

【The realization that ［not only economic power but also global political power］｛ are shifting eastward and must be at least shared,｝ if not handed over, to the new Asia, 】has just not sunk in to parochial European minds -- or at any rate those of its current statesmen.

私なりの解釈だと、

must be at least shared to the new Asia　と
if not handed over to the new Asia　は
not only economic power but also global political power を主語としているように読めます。

realizationを修飾（？）しているthat以下はS + Vとなっています。従ってand がrealizationに掛かってくる場合は、後がちゃんとした文章になるはずです。ここでは　and must be となっています。
must beがrealizationの述語として使われる場合、このandの必要がありません。
