ポイントとしては

＞an additional US$ 68 to 117 per ha, or a 44 to 70%　increase
1ha あたり６８ドルから１１７ドル、４４％から70％の増加
としてもよいでしょう。
additional と increase はダブってるので日本語では「増加」で片付けたのはいいですね。
using a tractor なので トラクター一台の費用で物によって開きがあるのでしょう。
much higher ...... than と言う構文に注意してください。
an additional ....increase は挿入的にThe cost of using a tractorの具体的数値を述べています。

＞because they need more open planting areas and better access than timber plantations.
なぜならオイル農園業者は材木農園より多くの栽培地とアクセスの利便性を必要としているからである。
more は open planting areas にかかってます。
better や more があるとあとの than に注する必要があります。

＞領域は何度か燃やされているに違いない。
has to be burnt で「燃やされなければならない/領域を燃やさなければならない」からコストがかかる。
