That is when の後に、 he saw that the dog was dead.
と来るのと、

とは何の違いがありますか？

そもそも、is と was に変えることで、何か違いがあるのでしょうか。
あるのだと思うのですが、教えてください。

＝それが、he saw that the dog was deadの時なのよ。

That was when he saw that the dog was dead.
＝それが、he saw that the dog was deadの時だったのよ。

で、That is when he saw that the dog was dead.になり得る状況があまり想像できないのですが、ひとつ思い浮かびました。

Ａ：That was when he saw that the dog was dead.
Ｂ：じゃあ、その様子を移したビデオを再生してみようよ。どれどれ？
Ａ：あ、そこ！　一時停止にしてみて。ほらね、
That is when he saw that the dog was dead.
