定冠詞 the の直後ですから名詞のみが可能選択肢となり、1か2の何れかということになります。

create に結びつく「事態」を表す1 が正解です。

possible は基本、形容詞です。

the ＋形容詞で名詞となる用法から名詞としても使われますが、
単純な「可能性」という意味ではありません。

potential にも同様なことが言えますが、日本語でポテンシャルというように名詞になりやすいです。
でも潜在能力のようなポジティブな意味です。

ということで、ここは「原因、理由」がふさわしく、for との相性もいいです。
