disagree with / onの違いについて

disagree with とdisagree on の違いについて、どなたかわかる方教えていただけませんか。
英作文の模範解答に、I disagree on this decision but it can't can't be helped.とありました。disagree with は聞きなれているのですがtoは見たことがなくネットで調べたのですがでてきませんでした。どなたか、わかる方がいらっしゃいましたら教えてください。よろしくお願いします。

I disagree with your decision.はあり得ます。
I disagree to this decision. というのもthisが入っているので、十分使えます。
We disagree on this decision.も正しい。
なぜかは、以下の説明でーー

１．基本的な理解の仕方
agree/disagree with + 意見（賛成か反対か）
agree/disagree to + 個人的に同意すべき事項（同意するかしないか）
agree/disagree on + 全体の方針　通常we/theyなど複数形や団体が主語

★agree/disagree with + 意見　
→英語では人を中心にして言うことも多く、意見→人ともなる。
I agree with his opinion.
= I agree with him.
I disagree with his view.
I disagree with his side. (彼の側、つまり賛成の側とか反対の側という意見）
I disagree with what he said. 彼の言ったこと＝彼の意見内容
微妙なのは提案の場合
I agree with this suggestion.というのはあり得る。提案を意見と見れば。
I agree with his decision.も可能。彼の決定が、彼の考えを表している。

★agree/disagree to + 個人的に同意すべき事
提案・条件・計画などの同意事項であればこれ。
I agree to their suggestion.（提案を同意事項と見ればこちら）
I agree to this plan.
I disagree to these terms.
The committee agreed to a compromise decision.というのも正しい。
→妥協の決定は同意事項ということです。

★agree/disagree on + 全体の方針　通常we/theyなど複数形や団体が主語
We disagreed on how to do it.（そのやり方については我々は一致反対した）
They agreed on a price for the car.（自動車価格に彼ら全員が同意した）
They agreed on a campaign plan.（運動計画で意見が一致した）

つまり、(dis)agree with/to/onは使い分けがあるものの、一部の名詞はどちらでも使えるということになります。

agree (up)on someone/something

は
to agree to the choice of someone or something
の意味である。

「何かの選択を前提としており、その選択に対して同意をする。」と、言うような意味になると思う。

agree with someone = 他の人の意見や見解に対して同意する。
agree with something = その他の何かと一致［調和・合致］する.

２。 　disagree on
　　　　この後には、意見の違う「事項」がきます。

3. ですから両方使う時は
I disagree with you on this issue.
　　　　この件について私はあなたと意見が違うのです。

　　　　　となります。
